PILOT LIGHT: Candidate Filing Starts July 6

Candidates for municipal offices can start lining up Friday, July 6, at noon, when the filing period opens.

The filing period will close at noon Friday, Aug. 3.

The Moore County Board of Elections conducts elections for all 11 municipalities in the county.

Because of differences in their charters, these towns and villages will not be electing the same categories of officers. Some will elect mayors, others will wait another two years. Some will elect a full board or council. Others have staggered terms and will elect two or three board or council members.

In preparation for the municipal elections in November, county registration books will close Sept. 14, according to the elections board.

EAST MOORE — Formation of the East Moore Water District remains in the future, but the county commissioners have adopted a set of policies and procedures in the expectation that the district will be developed later this year.

The commissioners approved the policies and procedures as part of their consent agenda at the June 4 meeting.

Community Development Director Tony Patnode said the policies and procedures include revisions discussed at a May 21 work session. He said they had been reviewed by both the county attorney and the Public Utilities administration.

With the East Moore Water District referendum scheduled for Aug. 7, the county elections office advises that registration books will close July 13 at 5 p.m.

EDWARDS — U.S. Sen. John Edwards, D-N.C., delivered the Weekly Democratic Radio Address Saturday immediately after President Bush delivered his Radio Address to the Nation.

The former Robbins resident, who received wide publicity for his response, recorded his remarks the previous Friday at the WBT studios in Charlotte.

Edwards emphasized the patient protection bill that he co-sponsored with Republican Sen. John McCain of Arizona.

“It’s only common sense that life-or-death medical decisions should be made by you and your doctor, not by HMOs or insurance company bureaucrats,” Edwards said.

Edwards expressed fear that President Bush will veto the bill because he supports another version favored by HMOs.

“Why in the world are HMOs and insurance companies entitled to special treatment? Why are they entitled to privileged status? HMOs and insurance companies should be treated just like all the rest of us,” Edwards said.

NEW SBI CHIEF — Former prosecutor and law enforcement expert Robin Pendergraft was sworn in Friday as director of the North Carolina State Bureau of Investigation.

The ceremony was held in the Old House Chamber at the state Capitol, with Supreme Court Chief Justice I. Beverly Lake administering the oath of office.

Attorney General Roy Cooper made the appointment.

“Today we are fighting the same crimes but with criminals who use new tools,” Cooper said. “More and more criminals are using computers to rob people of their hard-earned money and to exploit children. Our new director will join me in aggressively fighting these new battles while we continue to work to put drug dealers and violent criminals behind bars.”

A North Carolina native, Pendergraft attended the University of North Carolina at Chapel Hill, where she received a degree in criminal justice and political science.

A graduate of Campbell University School of Law, she joined the N.C. Department of Justice in 1987 as an assistant attorney general. In 1992 she became a special deputy attorney general and worked in the Law Enforcement Liaison section until her appointment as interim director.
