Village Council Holds Meetings Thursday

The Pinehurst Village Council will hold a work session Thursday at 9 a.m. and move to the Assembly Hall at 1 p.m. for a short regular monthly meeting.

Embedded in the council’s consent agenda for 1 p.m. meeting are the minutes of a September meeting including the 16 conditions and eight findings of fact to allow a Major Special Use Permit to developers of Midland Green shopping center.

The council approves items on the consent the agenda with one vote. They are considered routine items and there is no discussion on them unless someone asks that it be pulled out for public discussion.

Village Manager Andy Wilkison said the council actually approved these items at the end of the quasi-judicial public hearings. He said the vote on the minutes of that meeting is sufficient to adopt the text of the conditions and the findings of fact, according to the village’s attorney, Robin Tatum.

The developers are next required to submit a Major Site Plan of the shopping center for planning department review and final council approval before construction begins.

The agenda for the work session, which will be held in the conference room, includes discussion of a proposed military pay differential benefit for regular employees with a minimum of six months service with the village. The staff policy committee and Village Manager Andy Wilkison are recommending that the council approve the proposal.

At the work session, the council will discuss a draft by Village Engineer Jay Gibson on storm drainage policies and procedures.

The draft for discussion deals with conditions for new developments, requiring adequate stormwater management construction and sets conditions under which the village could participate in major storm drainage improvements.

The workshop agenda also includes a discussion on volunteer recognition, a reappointment to the planning and zoning board, reports and a closed session to consult with the attorney about litigation.

The agenda for regular council meeting at 1 p.m. includes a vote a series of amendments to the current Pinehurst Development Ordinance that would allow government buildings to have up to 70 percent impervious surface (built-upon surface) and a maximum of 12 percent for other entities.

The village’s Watershed Protection Overlay Districts might require a lower impervious surface coverage.

Another amendment deletes an option that allows the village engineer to permit ditches and driveway culverts in the Watershed Protection District on new streets instead of curb and gutter. New subdivisions must provide an “adequate drainage system for the proper drainage of all surface water.” The design and the drainage system would be subject to the village engineer’s approval.

The amendment would prohibit any surface water to be channeled or directed into a sanitary sewer.

Other amendments up for a vote include one exempting the village from any responsibility to maintain storm drainage structures or easements, except those within the village right-of-way or crossing over village-owned property. The final change would require drainage easements for subdivisions crossed by streams, lakes, ponds, watercourses or drainage ways along water lines for maintenance purposes.

The council held a public hearing on the proposed amendments on Sept. 28.

The work session and regular meeting are open to the public. There are public-comment periods at the end of the meetings.
