Question: Is all the out-of-doors a dog’s toilet?

Living downtown I observed a dog “dumping” on my front yard while the owner watched. It was a big dog, so “pooping” doesn’t describe it. I have seen or stepped in poopers on the pine straw between the curb and sidewalk. There are clearly marked parking spaces in front of churches, homes, townhomes and our park where folks have to walk through poopy stuff. I observed an invalid girl’s companion wiping poop off her wheelchair.
