THE PILOT LIGHT: Planning Board Retreats Thursday

The Moore County Planning Board will devote Thursday afternoon to a planning retreat.

The board will discuss proposed policies on such issues as extraterritorial jurisdictional expansions by municipalities and transfer of watershed allocations to municipalities. Also on the agenda is discussion of a proposed voluntary agriculture district ordinance and its effect on municipalities.

A program on adoption of new flood insurance rate maps and revised ordinances will include a presentation by Milton Carpenter, community planner with the state Division of Emergency Management. Planning Director Andrea Surratt will moderate a discussion on a flood damage and prevention ordinance. A representative of the N.C. Department of Environment and Natural Resources will give a presentation on the Stormwater Management Code.

The board will meet from 2 until 6 p.m. Thursday in the commissionersÕ room in the historic courthouse in Carthage.

WELLNESS Ñ The Moore County Board of Commissioners approved a change in the contract for the employee wellness center as part of the consent agenda at the Monday meeting.

Sanford Medical Group received the contract to serve the center known as Wellness Works at a cost of $106,000 for the first year. The contract was subject to renewal for up to three years.

For the second year, however, Sanford Medical Group has asked for an increase to $115,000.

Under the contract, the Sanford practice provides the services of a physician, a nurse and related professionals to staff the center, which provides lower cost medical services to county employees and dependents covered by the countyÕs group insurance.

Consent agenda items are not discussed in open session unless a board member makes such a request.

COBLE Ñ Congressman Howard Coble may no longer be in line for chairmanship of the House Judiciary Committee when Congressman F. James Sensenbrenner Jr. rotates off the leadership role in the new year.

An article in the Congressional Quarterly says that House Republicans and lobbyists with ties to the party are predicting that Congressman Lamar Smith of Texas will be the next chairman, provided Republicans keep their majority.

Sensenbrenner, a Wisconsin Republican, has chaired the committee since 2001 but the GOP imposes committee chairmanship term limits.

If Smith is selected, he will be pushing aside Coble, who has seniority.

The article quotes Coble as saying he remains interested in the chairmanship but if Smith wins, it will work out fine.

ÒThat easygoing attitude toward the chairmanship is typical of CobleÕs personality, said one lobbyist,Ó QC said. Another person quoted in the article described Coble as Òa laid-back guy.Ó

FOSTER PARENT Ñ The month of May has been designated as Foster Parent Appreciation Month.

The county commissioners adopted the proclamation during their Monday afternoon meeting.

Moore County has 91 children in foster care, where they receive Òa safe, secure and stable home along with the compassion and nurture of a foster family,Ó according to the proclamation.

Board Chairman David Cummings read the proclamation, which was accepted by Ann Thomas, supervisor of the foster care program with the Moore County Department of Social Services. Cummings is also a member of the Board of Social Services.

The proclamation says, in part, that: ÒFoster families open their homes and hearts to children whose families are in crisis and play a vital role helping children and families heal and reconnect while launching children into successful adulthood.Ó

ARBOR Ñ The village of Pinehurst will hiold its first-ever Arbor Day celebration Friday at 1:30 p.m. at Rassie Wicker Park behind the new fire station.

Students from Pinehurst Elementary School will help plant a tree.
