THE PILOT LIGHT: Budget Adoption On County Agenda

Adoption of the 2006-07 budget is on the agenda for the Monday meeting of the Moore County Board of Commissioners.

The board usually holds its meeting in the afternoon of the first Monday of the month, but because of the budget, the June meeting has been rescheduled for 6 p.m. The meeting will be held in the historic courthouse in downtown Carthage.

Interim County Manager David Cotton has submitted an $85.3 million budget proposal that fully funds requests by the Moore County Schools and Sandhills Community College and holds the tax rate at the present 45.5-cent level. The proposal calls for taking $7.2 million from the fund balance to meet that budget without raising the tax rate.

The commissioners heard from department heads at a May 22 budget workshop, and it is possible that some changes have been made since the initial presentation. No objections were raised when the board held a public hearing on the budget on May 25.

DROUGHT -- Also on the Monday night agenda is a request for extension of the $400,000 Rural Center Grant for the drought-relief project at the Pinehurst interconnection.

The board will receive a notification of intent for the Circle V Fire Department to buy a 2006 Ford F-550 truck to replace a 1987 brush truck.

The board will be asked to call two public hearings for the June 19 meeting, one to consider a rezoning request, the other to consider a refund request for excise taxes. That meeting will also begin at 6 p.m.

GOP MEN -- The Moore County Republican Men's Club will feature a program on alternative fuels at the Thursday, June 8, meeting.

Speakers include Bill Smith, owner of Bill Smith Ford, Lincoln, Mercury, and Anne Tazewell, transportation program manager of the North Carolina Solar Center at N.C. State University.

Smith will describe the impact of the alternative fuels program on local and national expenses at the pump as well as the expansion activities currently in place for these fuel sources statewide. Smith owns the only station in North Carolina totally devoted to alternative fuels. The station in Southern Pines had its grand opening June 1.

Tazewell will tell about proposed legislation under consideration at the state and national levels and the impact of alternative fuels on the petroleum industry in this country and around the world. In addition, she will describe the fuel production resources for these fuels. Tazewell will identify those automobiles that have engines able to use alternative fuels.

A question-and-answer period will follow their talks.

The Republican Men will meet at Country Club of North Carolina. Members, guests and interested registered Republicans are asked to arrive prior to the noon start of the luncheon meeting.

FIREWORKS -- Plans for holiday fireworks displays have a head start for the Fourth of July.

At a May 15 meeting, the Board of Commissioners approved the first fireworks display permit of the year. Woodlake Country Club submitted the request for an Independence Day celebration scheduled for July 3.

State law requires that fireworks displays be issued by the Board of Commission-ers after the fire marshal inspects the site and approves the request.

The consent agenda for the June 5 meeting contains another six such requests.

WATER -- Moore County has renewed its water purchase contract with the town of Aberdeen. The commissioners approved the contract as part of the consent agenda at their May 15 meeting.

The contracts calls for the county to buy a minimum of 200,000 gallons daily at $2 per thousand gallons from Aberdeen. The purchase enhances the water supply to Pinehurst and Seven Lakes, major links in the county's utilities system.

Public Works Director Marcus A. Jones reported that the new contract continues the terms of the existing contract.

Moore County also buys water under contract with the town of Southern Pines and Harnett County. The Harnett County contract serves the East Moore Water District, which is part of the county system.
