THE PILOT LIGHT: Candidates Already Inquiring

Prospective candidates for 2006 elections must wait until February to make their intentions official.

The filing period opens at noon on Monday, Feb. 13, and ends at noon on Tuesday, Feb. 28.

Moore County Board of Elections staff members report receiving a minimum number of inquiries about offices to be filled in the 2006 elections. They expect business to pick up in a few weeks.

As of Nov. 17, Moore County has 53,457 registered voters. They include 24,468 Republicans, 17,345 Democrats, and 11,644 unaffiliated registrants. The Libertarian Party is no longer listed as a separate party, and Libertarians are now registered as independent, or unaffiliated registrants.

CAMPBELL — Vicki Campbell has resigned as treasurer of the Moore County Democratic Party, not as party secretary.

Pilot Light erred in a recent report of a special election scheduled for Monday, Dec. 5, to fill two party vacancies.

During the Dec. 5 meeting, the Moore County Democratic Executive Committee will elect two officers. The meeting will be held at 7 p.m. in Van Dusen Hall at Sandhills Community College.

In the meantime, executive committee members are asked to call Mike Cox, third vice chairman, to make proxy arrangements if they are unable to attend the Monday meeting in person. Cox said candidates for these offices are not required to be members of the committee but only committee members are eligible to vote in the election. His home telephone number is 695-0542.

ABERDEEN — The town of Aberdeen is waiting on the county to determine the fate of an extraterritorial jurisdiction (ETJ) request.

The Moore County Board of Commissioners considered the town’s request at the Nov. 21 meeting but voted instead to table the matter and take action at a December meeting.

Aberdeen Town Manager Bill Zell and Planning Director Giles Hopkins said no opposition was voiced when the town held public hearings on the ETJ issue and on zoning earlier this year.

The ETJ request encompasses an area being developed in the vicinity of Legacy Golf Links off U.S. 15-501 south of Aberdeen.

The town plans to erect a fifth water tank in the area and to connect the area to the water and sewer systems as well as provide zoning services.

Zell told the board that the town would be working in cooperation with the golf course ownership and that the utility changes would not tear up any golf courses.

Hopkins said the town cannot seek legislative action on annexation at this time because the General Assembly is not in session.

Under special legislation passed about 20 years ago, the municipalities of Aberdeen, Pinehurst and Southern Pines are allowed to extend their ETJs as far as two miles beyond town limits. At that time, municipalities of their size were restricted to one-mile ETJs, but the town requested the extension because of special growth issues and the fact that their collective populations far exceeded the 10,000 minimum.

SURPLUS — The county is buying eight marked law enforcement vehicles for the Sheriff’s Department.

The commissioners approved the $172,240 purchase from Phillips Ford Inc. of Carthage as part of their consent agenda at the Nov. 21 meeting.

The county finance office recommended Phillips as the lowest responsible bidder for the contract. Funds for the purchase are provided in the 2005-06 budget.
