Lea was elected to the board in the November general election and will be serving his first term as a commissioner. McKenzie won re-election to a third four-year term.
The swearing-in ceremony will be held at 2 p.m. in the commissioners’ room upstairs in the historic courthouse in downtown Carthage.
Once the swearing-in is complete, Carol T. Thomas, clerk to the board, will preside for the election of a new chairman. Once that piece of business is carried out, the chairman will preside for the election of a vice chairman. Commissioner Michael Holden chairs the board at this time, and Commissioner Virginia Saunders is vice chairwoman.
The board will also take time for recognitions before recessing for a reception honoring Lea and McKenzie. This will be held downstairs in the rotunda area.
At 3 p.m., the commissioners will reconvene in their meeting room to tackle the agenda for their regular meeting.
Unless an emergency arises, the board will not meet again until 2005. Because of the holiday schedule, the third Monday night meeting has been canceled.
GRANTS — When the commissioners get down to their regular business, they will consider action on two grants.
A resolution is needed to authorize the community development director to submit a grant application for a concentrated-needs project in the Addor community.
This resolution includes commitment of $120,000 in local funds to draw down this grant from the U.S. Department of Housing and Urban Development.
The board will also be asked to approve a performance agreement for a $400,000 Economic Improvement Infrastructure Grant with the Rural Center. The grant will be used toward improvements at the county-owned wastewater treatment plant at Addor.
As part of the consent agenda at their Nov. 15 meeting, the commissioners adopted the required resolution authorizing the grant performance agreement with the Rural Center and a promissory note.
The grant is being submitted for the county’s economic development initiative.
HEARING — The commissioners will be asked to adopt a resolution accepting and awarding a bid to purchase a 1993 No-Drill Tye Drill to John H. Scott.
The amount is $3,600 for the equipment available for rental through the Soil and Water Conservation Service.
The agenda also contains an item to set a public hearing for the Jan. 18 meeting. The hearing is in response to a rezoning request by Gary and Karen Sanders of GDS Motorsports. The Jan. 18 meeting will begin at 6 p.m.
CONSERVATION — December is the traditional swearing-in month.
The county clerk of court faces a busy schedule this month.
On Dec. 14, she will administer the oath of office to John W. (Billy) Carter III, a new member of the Moore County Soil and Water Conservation District Board of Supervisors. This ceremony is scheduled not at the beginning but at the end of the board’s regular meeting, beginning at 4 p.m. in the Agriculture Center on Pinehurst Avenue in Carthage.
District officials estimate that the swearing-in ceremony will begin at 6 p.m., but just in case their meeting ends early, Graham will arrive several minutes before 6.
Carter succeeds Glenn Bradley, who decided not to run for another four-year term on the nonpartisan board.
