S.P. Council Set to Vote On Rezoning Tuesday

The Southern Pines Town Council is expected to vote Tuesday night on a request to rezone land near Airport Road and N.C. 22 for a shopping center.

The site is between the county airport and Sandhills Community College.

The meeting begins at 7 p.m. in council chambers on Broad Street in downtown Southern Pines. The meeting is open to the public.

Several Whispering Pines residents spoke in favor of the request during a public hearing last month. They said it would be more convenient to have a grocery store and other businesses closer to them.

Opponents said a commercial development could harm the nearby Sandhills Community College Horticultural Gardens and their quality of life.

John O’Malley has requested a conditional zoning with specific conditions tied to it. The planning department and Planning Board have recommended that the council approve rezoning the 39.25-acre tract from Planned Development to General Business.

In other business, the council will hold a public hearing on a request from Jamie Boles, owner of Boles Funeral Home and Crematory, to rezone two parcels on West Pennsylvania Avenue from Residential Multi-family to Central Business. The site is across the street from the fire station and Farmers’ Market between Saylor and Leak streets.

Boles plans to build a crematory on the land. The Planning Board has recommended approval.

Three additional public hearings will be held on amendments to the zoning ordinance. They include proposals to remove accessory apartments from PPC districts; extend conditional use permit periods from six months to 12 months; and remove residential and commercial uses from certain districts.

The consent agenda, which includes a number of items that will be acted on with one vote and without discussion, includes a proposal to increase the solid waste disposal fee from $2.25 a month to $2.60 per month, to cover town costs associated with the tipping fee charged at the Moore County landfill.

Other items include appointments to the Appearance Commission, Planning Board and Historic District Commission; and approval of a bid for renovation of the proposed public works annex in the former Access Printing building.
